Tamilnad govt is the worst borrower with inefficient
Financial Management .....Why? and How?

Tamil nadu Government plans to borrow a net amount of
Rs.41,965 crore only against the estimated Net
Borrowing Ceiling of Rs.45,119 crore in 2017-2018.
The outstanding debt including provident fund will be
Rs.3,14,366 crore as on 31.3.2018. This will constitute
only 20.90% of GSDP.

In the Budget Estimates 2017-2018, the Interest
Payments have been estimated at Rs.25,982 crore,
which is 14.82% of the Total Revenue Expenditure.

It is estimated at Rs.21,397 crore in the Revised
Estimates 2016-2017. The increased estimation in
the Budget Estimates for 2017-2018 over the
Revised Estimates 2016-2017 is due to additional
commitment of the Government towards payment
of interest under the UDAY scheme.

 The ratio of Interest Payments to Total Revenue Receipts will
be 16.30% in 2017-2018. This is expected to be
16.77% in 2018-2019 and 17.38% in 2019-2020.

For Subsidies and Grants, Rs.72,616 crore is
allocated in the Budget Estimates for 2017-2018.

The allocation includes expenditure for various
ongoing welfare schemes like food subsidy, power
subsidy, scholarships, housing schemes, etc., and
additional commitments to new schemes like
co-operative loan waiver and free power to
domestic consumers up to 100 units, etc.

What happened in 2016-17 ?

The government is carrying out many welfare schemes and giving subsidies and grants for several sections of people. The subsidies and grants, which amounted to Rs 50,713 crore in the 2015-2016 budget had seen a rise of Rs 68,211 crore.

amount spent on distribution of mixies and grinders takes up Rs. 935 crore every year and the eight grams of gold scheme for marriage comes to Rs 703 crore, while the free distribution of laptops are given at a cost of Rs 889 crore. At present Rs 668 crore is spent on maternity assistance scheme and Rs 505 crore on free and concessional bus passes to students.

The state government is spending Rs 487 crore for free distribution of handloom cloth, Rs 409 crore on uniforms to students and Rs 264 crore on free supply of text books for students, besides giving free bicycles at a cost of Rs 232 crore. For rural people, sheep, goats and milch cows are given at an estimate of Rs 182 crore every year.

Among the subsidies, the one given to Tamil Nadu Electricity Board tops the list with Rs 9,007 crore and the MGREG scheme is given a subsidy of Rs 7,155 crore, while Rs 5,500 crore are given to food subsidy. Besides, transport depart gets a subsidy of Rs 200 crore on diesel.
